DEPARTMENT OF POLLUTION CONTROL AND ENVIRONMENTAL HEALTH

VISION: To ensure that Nigeria develops in harmony with her environment;

MISSION: To assist in the formulation of policies that prevents pollution and manages pollution incidences by promoting the adoption and application of best available technologies and best environmental practices in order to minimize impacts or risks to health and the environment.

MANDATE: To provide cleaner and healthier environment that is adequate for good health and sustainable development and wellbeing of the citizenry;

  • Solid Waste Management and Technology Division
  • Sewage and Air Emissions Management Technology Division
  • Hazardous Waste Management, Cleaner Production and Environmental Extension Services Division
  • Environmental Health and Sanitation Division
  • Marine Pollution Management, Contaminant Clean-up and Division.

FUNCTIONS/RESPONSIBILITIES OF THE DEPARTMENT

The Department has mandate for the following:

  1. Formulation, Implementation and Review of Policies on Pollutioncontrol, Waste Management, Environmental Health and Sanitation;
  2. Development of Legal and Regulatory Framework on Pollution control, Health and Sanitation.Waste Management, Environmental
  3. Environmentally Sound Management of Chemicals;
  4. Environmentally Sound Management of Wastes;
  5. Remediation of contaminated sites; vi. Environmental Pollution Management Technology Certification and Registration;
  6. Development of Guidelines, Standards on Pollution Control and Environmental Health;
  7. Monitoring Compliance with Environmental Pollution Control Guidelinesand Standards; Issuance of Permits for Import and Export of Wastes;
  8. Accreditation of Environmental Consultants and Laboratories;
  9. Implementation of International Conventions and Protocols: The department is the focal point for the following Multi-Lateral Environmental Agreements;
    • Vienna Convention for the Protection of the Ozone Layer and itsMontreal Protocol on Substances that Deplete the Ozone Layer;
    • Basel Convention on Trans-boundary Movement of Hazardous Waste and other wastes and Their Disposal;
    • Stockholm Convention on Persistent Organic Pollutants;
    • Rotterdam Convention on Prior Informed Consent (PIC), Procedure on certain Hazardous Chemicals and Pesticides in International Trade;
    • Minamata Convention on Mercury;
    • Bamako Convention on Trans-boundary Movement of Hazardous Wastes and Their Disposal in Africa Region.
